One of the things I’ve learned during my first year as governor is that the most important government reforms often fly under the radar, virtually unnoticed.

Take for example action the administration recently took to deal with Michigan’s unfunded liabilities problem. This reform will save taxpayers $5.6 BILLION by asking state employees to contribute to the cost of their retirement health care benefits.

Saving $5.6 billion may not sound like much at a time when the federal government is racking up debt in the trillions, but to put that number and what it means to our state in perspective, that’s comparable to a family with a $145,000 mortgage refinancing its loan agreement and reducing the amount it owes to only $89,000.

That’s a huge savings! Michigan basically cut this long-term debt by a third.

So, does this mean taxpayers can expect a hefty refund from the state? Unfortunately not yet; after decades of mismanagement and chronic overspending, we still have a lot of work to do to get our fiscal house in order. But it does mean that in the future instead of spending money to pay off long-term liabilities, we can direct that money to other priorities such as education.

2011 was not easy. But by making the tough decisions now we’ve laid the foundation for Michigan’s economic recovery, leading The Detroit News to write that 2011, “Might go down as Michigan’s most consequential year in terms of unshackling the state from its obsolete economic past and positioning it for new prosperity in the 21st century.”

And we are already seeing results. Michigan is experiencing the 2nd fastest economic recovery in the nation and our unemployment rate is below 10 percent for the first time in more than three years. With the new, simplified Corporate Income Tax now in effect, we should see continued improvement and job creation.

2012 belongs to Michigan.

So is Rick Snyder, it's just not as popular as it is in Wisconsin. One big difference is how the two Governors work with unions and workers in the unions, one does and gets the job done (We reformed entitlements, public employee health care, public pensions, cut taxes on businesses, and finished our budget in record time.), and the other doesn't and outright makes villains out of them.

Hawker Beechcraft seeks green light to exclusively negotiate sale with Superior

Hawker Beechcraft filed a motion Tuesday asking the bankruptcy court for approval to spend up to 45 days exclusively negotiating a deal to sell all but its defense business to Superior Aviation Beijing of China.

Hawker Beechcraft announced an agreement to pursue the sale to Superior for $1.79 billion in cash on Monday.

It said Superior’s final proposal was the most attractive of the bids submitted.

In exchange for the exclusivity agreement, Superior will pay Hawker Beechcraft up to $50 million in coming weeks to fund and maintain certain jet product lines that otherwise would likely be discontinued if Hawker Beechcraft wasn’t bought and emerged from bankruptcy as a stand-alone business, the motion said.

Superior’s proposal is non-binding and is subject to ongoing due diligence, definitive documentation, regulatory approvals and other conditions.

Because of that, Hawker Beechcraft will continue to pursue a plan to emerge from Chapter 11 bankruptcy, which it filed May 3, as a stand-alone company.

Entering into the agreement with Superior is appropriate because other interested parties have had ample opportunity to submit proposals, and Superior’s is the best to date, the motion said. In addition, any agreement negotiated with Superior will be subject to a future competitive auction process.

Superior’s purchase could preserve thousands of jobs in Wichita and Little Rock, Ark., that otherwise would be lost if the company shuts down production of the jet product lines, the company said.

The state is still analyzing the news, said Pat George, Kansas Secretary of Commerce, who is in England to promote Kansas at the Farnborough International Airshow.

“We are encouraged and want the jobs to stay in Kansas,” George said. “There are 4,000 jobs here now and (we) want 4,000 jobs next week and next month and next year, or maybe 5,000 jobs next year. We don’t know much about the announcement. It’s part of a process and this isn’t the final story.”

A business and jobs might be saved, it all depends on this sale going through yet there is more to this news release.

If all goes well and they meet the requirements I see this as an advantage for the University, where I believe these few wind turbines can be a positive thing for other such Universities, as they take up little land and can provide the electric needs.

Unlike giant farms of wind turbines/sun generation power which some cities think will provide their needs while at the same time growing in the nuber of their population, which to me is a bit

I even think they fudged the percent numbers a bit.

HAYS — Ellis County will have its first wind power project, if Fort Hays State University meets certain requirements.

The county commission on Monday approved a conditional-use permit for Fort Hays State to construct two 2.1 megawatt wind turbines about 3.5 miles south of the university.

The approval is contingent on the university meeting some requirements before construction begins. Those include providing a transportation plan, liability insurance, a decommission plan and an erosion control plan.

The turbines are expected to provide 97 percent of the university’s electrical needs.

Brownback touts state tax, budget reforms

Dems: Changes favor rich over middle class

September 10, 2012 - 6:25pm.. Posted 11 Sept. 2012

By Tim Carpenter

THE CAPITAL-JOURNAL

LAWRENCE — Gov. Sam Brownback took a turn as economics professor Monday night while drawing upon an array of charts and graphs to describe actions his administration took to escape financial ruin, slash income taxes and inspire private-sector job growth.

His speech at The University of Kansas served as synopsis of his initial two years as governor — a period that began with projections of a potential $500 million state budget deficit and required deep, unpopular reductions in spending. The governor helped usher through the 2012 Legislature trimming of individual income tax rates and elimination of income tax on owners of nearly 200,000 companies in Kansas.

"This gives us a chance," Brownback said. "We're trusting the people of Kansas with these dollars, rather than putting them in government hands, and trusting that the people will create jobs and opportunities."

His collection of charts outlined a long-term economic reversal showering Kansans with $2 billion in disposable income, generating 23,000 jobs and drawing 35,000 people to the state.

"Stimulate that job-creating market, that wealth-creation system, and the ability for us to create jobs and attract more people," he said. "That's the environment we're trying to create — a pro-growth environment to create jobs and opportunities."

Brownback touted the tax adjustments as initial steps toward putting more Kansans to work, but state Democratic Party chairwoman Joan Wagnon offered a critique of the Brownback approach before he took the stage at the Lied Center on the KU campus.

“Remember these facts when listening to Governor Brownback try and sell his regressive and unproven tax plan: Governor Brownback’s tax experiment will bankrupt our state, creating a $2.4 billion shortfall that will threaten our public schools and raise middle-class Kansans’ property taxes,” Wagnon said.

During the presentation, Brownback agreed the state's revenue would likely drop for a period of 18 months at outset of the new tax system.

However, he said, companies would begin to realize advantages of lower taxes and expand hiring. The result will be a surge in Kansas' tax collections, he said.

If new budget trimming is required, Brownback said, the objective would be to preserve funding for education, public safety, Medicaid and the prison system.

"No answer is perfect," the governor said. "Unquestionably, there is going to be some difficulty with this. But I think we've picked the right change for us to be able to move forward as a state."

I would rather hear know than think any time.

During the speech to hundreds at the Anderson Chandler Lecture, Brownback didn't mention the impact of the three-year, 1 percent increase in the statewide sales tax as an important factor in balancing the state's budget. The tax was signed into law during 2010 by Democratic Gov. Mark Parkinson.

This 1% got me by surprised, as now we have 8.75% sales tax.

Wagnon said the 2012 tax reduction bill signed by Brownback would grant breaks to special interests and the wealthiest Kansans while forcing middle-class Kansans to foot the bill.

"The governor is putting the privileged few before the well-being of Kansas schools, students and workers," Wagnon said.

Wagnon questioned the decision to eliminate $70 million in tax credits for working families and seniors used to offset food sales tax, child and dependent care and adoption expense. Kansans earning more than $250,000 annually will receive more than $200 million in new tax breaks, she said.

And the best the Democrats can come up with is class warfare. Pathetic.
