one guy, rand paul, spoke out against hastily passing a bill of trillions in additional spending. he pleaded with his colleagues to consider stopping less important spending (like foreign aid) and shifting that money to more important and urgent spending (like coronavirus relief) to no avail.
then he suddenly came down with coronavirus and couldn't debate or vote on the $2.2trillion anchor on our future.

That's why the aid is delivered as a loan rather than a grant. There is a defined process to apply for loan forgiveness and criteria for evaluating the request. But according to some on this is a mountain of paperwork and unnecessary jumping through hoops.

PLEASE read the actual bill. Large corporations cannot use the funds for that purpose. Requires specifically state the uses of the money.
