For my opinion, I'm not sure if "shadow government" is the right word but I think we're in the same ball-park.

To elaborate, growing up I heard all sorts of conspiracy theories regarding the CIA and government overthrow, etc, etc, etc...
Seeing how much the government is spying on its citizenry (and Snowden's information on how that spying was also on other countries / country leaders), I can't help but wonder what the full story really is...

Could be, the reason I think you might be right is our elected representatives surely don't listen to us anymore, and no matter how bad they are they seem to get reelected. Someone has to be pulling some strings some where.

A lot of that has to do with the rampant gerrymandering from both parties. These days we have far too many congressional districts that have been carved and re-shaped to fit a certain partisanship, fitting so well that we have a number of very heavily Democratic and Republican enclaves where incumbency for a party member is almost all but a guarantee. The GOP has been guilty of tinkering with constituencies in order to lock in Congressional seats in recent years, but before that the Democrats were also sticking their hands in the cookie jar.
