No. The Supreme Court is limited only by the description of it in the Constitution. It is a Co-equal branch of a three legged stool, with no legislative powers. Period. The executive implements and manages what the Legislature approves. The legislature passes laws, taxes and regulations.

The Supreme Court, and Federal court system is beholden to the executive and legislative branches only for appointments of new members. It keeps the other two within the boundaries as established by the founding documents.
