Reagan was lobbied heavily to strike it down and he did. Since then propaganda has seeped in to America society more and more every year.
The Fairness doctrine was an attempt to circumvent the free market and force radio and TV stations to air unpopular and non profitable programs in an attempt to shut down successful personalities like Rush Limbaugh. The left was not able to air anyone able to successfully state their view point. So when they couldn't make it work within the current framework, they look to legislation and the courts.
