In regards to "pre-existing" conditions.

The way I believe it SHOULD work...

The insurance you had when the condition was discovered should cover the additional cost associated with the condition. That's why you pay for insurance. When the OPs Cobra runs out the wife's cost associated with her cancer should continue to be paid by the insurance the OP carried at the time the cancer was discovered.

If you didn't carry insurance when your "pre-existing" condition was discovered, that's risk you or your parents acting on your behalf accepted.
