I think Trump is being haphazard here in order to make himself look good.
Salty, we've had 70 years of the last NoKo policy, which was basically do nothing. That's worked well. NoKo now has nukes and a means of delivering them.

If President Trump's policy makes President Trump look good, so be it. If it makes the Democrats look bad, even better.

I don't know how the new policy can be considered haphazard, but carry on.
