I'm not really sure as I just heard it on the radio during a news break (the played a snip it from Paul Ryan explaining it). My guess is that it would be monitoring of communications between someone overseas with someone in the United States. However, I would need to read up on the legislation to be sure. As I am working at the moment, I don't really have time right now. I will try to look into it tonight.
