I think that there are changes in the society's general belief about what is moral and what is not, but I wouldn't really say that it is on the decline. I do believe that MOST people are honorable, but the part that gets shown off in the country more is the dishonorable side.
No, I think it has to do with who is financially responsible.

Two people who are living together have made a financial commitment to each other.

Two people who are engaged but living separately is different.

From a credit card company's POV, who would be ultimately responsible for the bill? Who's address would it go to?

I think it was a perfectly reasonable response.
