No... Carter can run for a second term, and Bush I can run for a second term, but Clinton has served his eight years.

But I've been on record that I'm vehemently opposed to term limits because I think that they are an attack on democracy. I believe that the people are best qualified to determine the credentials of their representative, senator, governor, or president. Elections are the best term limits. Legislative term limits prevent any real change or progress from occurring as they limit the ability of the individual to create and shepherd long term policy initiatives. Democrat, Republican, it matters not. What matters is the voice of the people.
