You want me to say "yes" here because the wording in this question is heavily suspect...so I won't...
Fact is, McCain was limited to $84 million after the convention and Obama was not, so he continued to receive donations in the hundreds of millions(some of it very suspect), which gives him the ability to outspend McCain, in some states, by an 8-1 margin...
