When I ask about the budget that hasn't passed in 1,091 days, I'm talking about the same thing Bret Baier is asking about in the video when he asks Ditzy Deb about it. I'm talking about the Senate. Ultimately that's where it has to pass. It can still be vetoed maybe, but it's the Senate that has to finish the job congressionally.

You appear to be saying that one has been blocked some time in the last month from coming to the house floor. I'm not even going to ask for a link. I looked, but couldn't find one.
It wouldn't matter anyway. Even if it did make it to a vote it would not have the votes to pass. That's not being blocked from the floor though. That's due process.
Anyway, that's not what the question was. There are two bills that can be considered by the Democrats in the Senate. When Bret Baier was educating Wasserman Schultz on how process works above he explained the way it's done when you actually want a budget to pass the senate is you have a conference committee and consider both budgets, then you wheel and deal, then you vote.
Harry Reid simply won't consider a vote. He's blocking a vote from the floor. That's what you accused the House Republicans of doing, right? Couldn't find anything on your claim. Found a few on mine though.
