Wait a minute now. Are you sure we both watched the same video?
When I ask about the budget that hasn't passed in 1,091 days, I'm talking about the same thing Bret Baier is asking about in the video when he asks Ditzy Deb about it. I'm talking about the Senate. Ultimately that's where it has to pass. It can still be vetoed maybe, but it's the Senate that has to finish the job congressionally.
I think you may be talking about the House Democrat 2013 budget that came out March 27. This one...
House Democrats' Fiscal Year 2013 Budget: The Details | Bipartisan Policy Center
The House Democrats’ plan looks very similar to the budget offered by President Obama. The Democratic House budget follows the president’s conceptual approach in many areas, including near-term growth initiatives, a higher income tax burden on upper-income individuals, corporate tax reform, replacement of the sequester cuts, and reforms to agriculture subsidies. The overall level of debt reduction achieved by the two proposals is comparable.
You appear to be saying that one has been blocked some time in the last month from coming to the house floor. I'm not even going to ask for a link. I looked, but couldn't find one.
It wouldn't matter anyway. Even if it did make it to a vote it would not have the votes to pass. That's not being blocked from the floor though. That's due process.
Anyway, that's not what the question was. There are two bills that can be considered by the Democrats in the Senate. When Bret Baier was educating Wasserman Schultz on how process works above he explained the way it's done when you actually want a budget to pass the senate is you have a conference committee and consider both budgets, then you wheel and deal, then you vote.
Harry Reid simply won't consider a vote. He's blocking a vote from the floor. That's what you accused the House Republicans of doing, right? Couldn't find anything on your claim. Found a few on mine though.

So the only ones actually blocking anything from the floor are the Senate Democrats.
Didn't they have that on CSpan? You need to upgrade. Try Fox.
