Here's the problem with your numbers. They don't take into account the number of new job-seekers that are added to the labor force every year. During Bush's tenure, adding 2,000,000+ jobs a year took care of those additional people. That's why he had 4 to 4.5% unemployment figures through most of his two terms. Obama's added job growth figures don't even take care of the new members of the work force, much less get the unemployed back to work. That's why Obama's actual unemployment figures are around 15%.

And you also need to remember that we went into a recession after 9/11 in 2001. By putting the Bush tax cuts into effect, he brought us out of the recession quickly and the economy was vibrant through most of his two terms.
