This is too hard for me. I mean it really depends on too many factors. In some cases it was events. In some cases they did a lot of good but the presidency itself was a bust. Take LBJ and Nixon for example. Both did extraordinary things but Nixon was also a paranoid crook and LBJ was...well, LBJ. I think Reagan was overrated and I'm not really sure about Kennedy. Hard to argue against Washington or Lincoln. I don't know. They were all a product of times and events. Hard to say.
