Tort reform in this manner: name the body part, the death or illness caused and charge the offending doc/hospt a set amt and their lawyer a set percentage. Energy-no subsidies to anyone, oil, solar, etc. If you drill here or build a wind farm here we (U.S.) get a set percentage of that power and we get a set discounted rate or percentage averaged out through world markets.

Education-voucher system. Religious or atheist doesn't matter as long as they're accredited.
