What Cain said beginning around 1:40 was that he would have done a better job assessing the opposition before committing the US to their support. You know the opposition that Hillary said we were "still getting to know" more than a week after committing the US military.

Cain also stated he would want to see what kind planned government the opposition would bring.
Now I realize that a President who gathers information and deliberates before making a decision is a major shift from 57-States, who is more concerned with getting approval from the international community than the US Congress. But it is a change we can believe in.
