Unfortunately, as states reach out in the darkness to find funding in these troubled economic times, I'm afraid they will see the dollar signs and jump at subjects like this. That way they can send the kids to rehab, send the parents to rehab, make them go to psychoanalysis, work crew, and pay pay pay for those services. All of which will do little to address the problem of an alcoholic or dumb or neglectfully criminal parents encouraging their underaged children to get drunk.
