Delahunt will no doubt say it wasn't a threat, but if you listen to Addington's response (not shown by cbsnews in the article, but the video clearly has Addington saying "I'm sure you're pleased") he definitely took it as one...
Delahunt is frustrated by these freaks Addington is a freak. Just like John Yoo. And Cheney and Scooter. These are people that would have been better suited working in the kremlin.
