I'm undecided on this one. Curfews go against my grain, however, Baltimore is pretty much a crap-hole from what I've read, with the highest rate of heroin addiction in the states. It's hardly a typical US city if what I've read about it is true. As much as I hate to say it, when communities let their local culture go to rot, increasing control is what they will end up with.
