Actually it does. The state congress was in session and such times the open meetings acts are substantually shorter and possibly non-existant from what I have been reading.

Looks to me like they give a two hour notice and that was sufficient. It would have been different had the congress not been in session but since it was the dems should have and are expected to be there anyway so no 48 hour notice is required.
