Tax is not like a purchase. You pay tax if you have children or not. It is not a direct payment for services received therefore there is no direct say. If they want to have the values of the school changed, they need to elect different leaders who are willing to enshrine discrimination into the law. Otherwise, homosexuals are making the biggest investment in education as there is no return on their investment. They are merely paying into the system where most heterosexuals breakeven. (using your direct exchange theory) In that case, in pure accounting terms, the homosexuals would have the most say in what happens as the heterosexuals have already received a return on their capital through the education of their children.
