In what part of this does it say Canada (or the US for that matter) is "right" in not meeting its environmental target? Sounds to me like they can't cut through the red $$$$ape and get the registry done. The rest of the article states that their penalty for non-compliance would be largely symbolic. Compliance = losing money; penalties for non-compliance= largely symbolic. It's clear to see why they're dragging their feet,
