Well, one reason being that elderly pose more of a threat than anyone else.

Why test the 25 year old with perfect vision and perfect driving record? That person is at the prime of their driving. The best physical state as far as reaction time.

Being a truck driver, I would say that most of us are more acutely aware of the road than your average motor vehicle operator... with the exception of motorcycles.
