And a lot of times people don't care about the deterrent. There are still people practicing homosexuality in Iran aren't there? Do laws against it stop them? Or do they just keep it underground? Sound familiar?
They should be punished, and it will deter some. But "stopping" pedophilia is like stopping drug use. It ain't gonna happen. You want to keep your child safe, you better watch him/her like a hawk. Because like I said, the law can't do anything until after the fact.
