Why is a a military attack 'out of the question'?

Only Moderns have thought this way, and they brought warfare to dizzying new heights of persistence and lethality.

War and warfare are precisely how countries solve intractable problems. The alternatives tend to involve death, slavery, oppression, genocide, starvation, the regression of civilization, the loss of culture and the advancement of oppression.

War is not, contrary to popular and effete thinking the worst of all possible outcomes.
