I want to know more about what OTHER motive is behind this - it's not 'public safety' ... maybe it's just 'cuz those caring 'government types' just 'know what's best' for us all the time.

Short answer REVENUE Seatbelt laws are nothing but a money grab. Non moving violation that never gets reported to your insurance company. My father has 30 years in law enforcement and will tell you the same thing.
