Only a Democratic era can foster an Exodus of illegals. Democrats are clearly supportive of Hispanic voters in general, and a Republican push would only produce more cries of bigotry than there are now.
It would seem Joe did instigate a series of fortunate events that made it possible for Obama to make a clean break from illegals in favor of legal Hispanic voters.
